Apparently the new Southwest Trains operator ‘should’ introduce the new stock/capacity on suburban lines in 2020. Thus there is no promise, and passengers must endure the current overcrowded and air conditioning-less conditions for at least three more years. Surely it would make sense to accept TfL’s proposal to operate the suburban lines ? And shouldn’t a firm timescale for the new stock/capacity have been built in to the franchise agreement ?
